Gary Sullivan has an inspiring background – after spending three years in the U.S. Army, he practiced general law in California eventually narrowing his caseload to personal injury. In 1994, Gary was appointed to the Fort Peck Court of Appeals in Montana and served there for four years as an Associate Judge and six years as the Court's Chief Justice.

In 1975, Gary was diagnosed with muscular dystrophy and now describes himself as “a constructive quadriplegic,” who requires assistance with practically all daily activities. Gary continues to overcome daily trials by seeing it as a challenge to meet, he says “everyone has challenges and I happen to have a physical challenge and I do the best I can with it.”

Although now retired, he is a member of the Tennessee CHOICES program and serves on their Systems Transformation Leadership Group, as well as on various local advisory groups. Since its inception in 2013, Gary has also served as a board member on UnitedHealthcare Community and State’s National Advisory Board (NAB).

Laura earned her Masters of Arts in Organizational Leadership with a concentration in Coaching and Mentoring from Regent University, and a Bachelors of Integrative Studies at George Mason University. She is certified as a Six Sigma Black Belt and an Anthem Leadership Coach. Laura lives in Norfolk, VA with her husband, Logan and her two sons.

Steve Bella, President of Pacific Policy Network, has served as a policy consultant to Governors, State Agencies, Foundations and Non-Profits for the last 12 years.  Previously, Steve Bella served as a policy advisor and communications director to Governors in Oregon, Indiana, and Wisconsin.   In his role as a consultant and senior member of a Governor’s staff, Steve Bella brings a wide range of state government knowledge, with a particular focus on workforce development, education and social determinants of health including the following:

  • Led several state agencies to implement inter-agency strategies and programs to address workforce challenges and social determinants of health;
  • Led Governor’s Closing the Employment Gap initiative, a multi-agency effort funded by a Medicaid infrastructure grant to align employment supported services with new community care organizations;

Raymond E. Poliquit, MD, FAAP

Poliquit is the Chief Medical Officer for Healthy Blue, one of five health plans contracted with the state to coordinate care for beneficiaries participating in the Healthy Louisiana Medicaid program.  He has been with Healthy Blue for six years now and in this role for four years.  Dr. Poliquit has more than 25 years of clinical experience as a practicing physician and is a board certified pediatrician.  He received his post graduate degree from the State University of New York Health Science Center, Brooklyn, and he completed his residency in pediatrics at Kings County Hospital Center in New York.  Dr. Poliquit has served as a practicing physician in Louisiana since 1994 and has held several leadership roles, including chief of staff at Madison Parish Hospital in Tallulah, La. (serving Louisiana’s most impoverished community) and the medical director at Primary Health Services Center (Louisiana’s largest federally-qualified health center). He is licensed by the Louisiana State Board of Medical Examiners and is a Fellow of the American Academy of Pediatrics. Dr. Poliquit is joining the faculty of Tulane University School of Public Health and Tropical Medicine Department of Health Policy and Management this fall.   He is a licensed Zumba instructor with his own dance studio and an adoptive parent of a 16 year old former Louisiana foster child.

Danny has nearly 25 years of experience working in the social service field, and has dedicated the last 10 of those years to WellCare Health Plans.  He has held positions in a number of settings, including community mental health centers, assertive community treatment teams, and local county jails, to name a few.  Danny first joined WellCare in 2009 as a case manager and later assisted in the creation and development of WellCare’s Field Case Management program in Florida. 

Danny currently works in the Community Connections department where he leads WellCare’s Community Innovations at a national level.  He is also responsible for Community Business Development for RFP response writing, as well as creating and executing a Medicare strategy for collaborating with community based organizations impacting the senior population.  In addition, Danny’s team leads the data and technology area of Community Connections, which continuously updates and improves data collection, storage and analysis of the marriage between community based organizational data and health outcomes data.

Dr. Robert S. London is the Chief Medical Officer for WellCare’s South Carolina Health Plans. He is responsible for overseeing the medical services and quality results for WellCare Medicaid and Medicare plans in the state. In this role, London provides medical leadership for the effective care integration of pharmacy operations, utilization/case/disease management activities and quality improvement activities. He reports to Urcel Fields, WellCare’s state leader for South Carolina. In addition to his market role, Dr. London leads a number of corporate projects involving informatics, artificial intelligence, Obstetrics/NICU and IT related subjects.

Prior to joining WellCare, London was the national medical director for Walgreens and led the clinical solutions group in the health and wellness business segment. Prior to that, he served as the general manager of ikaSystems, a leader in enterprise software for the payer sector. Before that, London was the chief development officer for D2Hawkeye, a provider of medical data reporting and analytics solutions. He has also served as the chief clinical officer for TriZetto, a health care information technology company. Earlier in his career, London led health care management for Anthem Blue Cross and Blue Shield’s (WellPoint) Western region. He has also served as corporate chief medical officer at CNA Insurance Company, chief operating officer for United Healthcare’s mid-Atlantic region, and chief medical officer at NYLCare Health Plans. Dr. London did his executive training while at Kaiser Permanente’s Mid-Atlantic Region, and was the lead of Maternal-Child Care for the Mid-Atlantic Market.

London currently is on the faculty of the South Carolina School of Medicine, and has served on the faculty of Johns Hopkins School of Medicine and the University of Colorado MBA program. He holds degrees from George Washington University and University of Maryland School of Medicine, is board certified in obstetrics and gynecology, and is a fellow of the American College of Obstetricians and Gynecologists.

Gary Jessee joined Sellers Dorsey as Managing Director in July 2017, having worked in public service in Texas for 20 years. Gary is the recent former Deputy Executive Commissioner for Medical and Social Services, the largest division in the Health and Human Services System in the country. Gary oversaw four departments and a $50 billion budget, bringing together eligibility services, Medicaid/CHIP services and functions, and community programs under one coordinated division. Prior to this, Gary served as the Texas State Medicaid Director where he oversaw services and supports for more than four million Texans across the state. He also previously served as the Chief Deputy Director for Program Operations in the Medicaid/CHIP Division.

Before joining Texas Health and Human Services Commission, Gary served as Assistant Commissioner for the Access and Intake Division at the Department of Aging and Disability Services, where he was responsible for overseeing functions of the Area Agencies on Aging, Local Intellectual and Developmental Disability Authorities, Community Services and Program Operations, Community Living Assistance and Support Services, Contracts, Guardianship services and other specialized programs.

Gary has joined the ranks of a growing number of former Medicaid officials who have also taken employment or senior advisory roles with Sellers Dorsey to assist states, payers, and providers to achieve strategic goals related to public healthcare. He leads efforts within the firm related to Medicaid managed care and long-term services and supports (LTSS).

MaryAnne Lindeblad

Lindeblad, has been an active health care professional as well as a leader spanning most aspects of health care including acute care, long-term care, behavioral health care, eldercare and services for people with disabilities. Prior to her appointment as State Medicaid Director, she served for two years as the Assistant Secretary for Aging and Disability Services Administration in the Department of Social and Health Services. Previously, she was Director of the Health Care Services Division of the Medicaid program.  Lindeblad held a variety of leadership positions over the years, including Assistant Administrator of the Public Employees Benefits Board. During the 1990s, Lindeblad also worked in the private sector, serving as Director of Operations for Unified Physicians of Washington.

In 2010, she was selected for the inaugural class of the Medicaid Leadership Institute.  In 2015 she was inducted into the Eastern Washington University Chapter of the Upsilon Phi Delta Society.   She currently chairs the executive committee for the National Academy for State Health Policy, previously served on the board of the National Association of Medicaid Directors, and the Olympia Free Clinic. Lindeblad holds a bachelor of science in nursing from Eastern Washington University and a master’s in public health from the University of Washington.

Jami Snyder

Jami Snyder serves as the Director for the Arizona Health Care Cost Containment System (AHCCCS), providing comprehensive health care coverage to 1.9 million Arizonans at a cost of $14 billion annually. Prior to her current role, Ms. Snyder served as the Deputy Director of AHCCCS and the Medicaid Director for the state of Texas, a program offering coverage to 4.7 million enrollees at an annual cost of $29 billion. She has over 20 years of public and private sector experience in the health and human services industries. Ms. Snyder’s areas of expertise include regulatory oversight, policymaking and leadership development, stemming from her tenure in Texas as well as her prior service at AHCCCS, the Arizona Department of Health Services and the University of Arizona Health Plans, where she functioned as the managed care organization’s Chief Operating Officer.

Ms. Snyder holds a master’s degree in political science from Arizona State University and a bachelor’s degree in political science from Gustavus Adolphus College.

Gabe Roberts is the TennCare Deputy Director and Chief Operating Officer.  He has served in this capacity for two and a half years, and, prior to this role, Gabe served as the agency’s General Counsel for more than three years. 

Before joining TennCare, Gabe practiced law at the Nashville law firm Sherrard, Roe, Voigt & Harbison where his focus was corporate and business law.  Prior to law school, Gabe was a CPA with the international accounting firm Ernst & Young.

Gabe is active in the Nashville community having served on the Board of Directors for a number of not-for-profits and having represented Nashville at Harvard Business School in the Young American Leaders Program.

Gabe is a graduate of Vanderbilt University Law School where he was a member of The Vanderbilt Law Review.  He also holds an Accountancy Degree and an Economics Degree from the University of Mississippi, is a graduate of the University’s Honors College, and is a member of the University’s Hall of Fame.

Melissa Franklin

Ms. Franklin recently was awarded one of 13 Pritzker National Child and Infant Collaborative Fellowships across the country and has been tasked with coordinating Los Angeles County’s efforts to reduce Black infant and maternal mortality rates through communications and community engagement, including building a county-wide coalition of public agencies, community-based organizations and philanthropic interests. Ms. Franklin is Founder of Growth Mindset Communications and is a marketing and communications professional with over 20 years of experience, with expertise in coalition-building, community engagement, marketing communications strategy, crisis communications, and multi-stakeholder engagement and communications. Ms. Franklin is currently completing coursework to achieve a Doctoral degree in Organizational Change and Leadership from the University of Southern California’s Rossier School of Education. Her focus in on organizational development, evidence-based training approaches, systems change and evaluation, and countering implicit bias through effective narratives. Dr. Pooja Mittal

Dr. Mittal is a Family Physician and Medical Director at HealthNet, the largest Medicaid insurance provider in California. She manages the PPO line of business.  She also directs strategic initiatives aimed at improving the care of the most vulnerable populations covered by the plan, with a focus on narrowing health disparities.

Dr. Mittal also works at the Clinicians Consultation Center at UCSF, a national HIV/AIDS warmline, where she is recognized as a national expert on Perinatal HIV care. In addition to her clinical work, she has published in the areas of well-child care, group visits, preconception care, and perinatal HIV. She is also currently a Fellow at the California Health Care Foundation.

She is the medical director for maternity programming and serves as Gateway Health’s lead for the development of maternal health homes for pregnant women with a substance use disorder. Prior to joining Gateway, Dr. Reddy worked as a family physician at Alma Illery Medical Center, a Federally Qualified Health Center in Pittsburgh, PA, providing inpatient and outpatient care, including maternity services. Keith Maccannon is the Director of Marketing, Community Relations, and Outreach for AmeriHealth Caritas District of Columbia (DC). He is responsible for health promotion, community outreach, relations, and all marketing and communications activities for the plan.  Prior to joining AmeriHealth Caritas DC, Mr. Maccannon served in project and client leadership roles at both Booz Allen Hamilton and Deloitte Consulting and he also served as the Director of Product Marketing and Development at Kaiser Permanente (Mid-Atlantic States). 

Mr. Maccannon earned a Master of Business Administration degree in strategy and marketing from the University of Michigan and a Bachelor of Science degree in mechanical and aerospace engineering from Princeton University. He holds program and project management certifications from the Project Management Institute and has significant experience at implementing enterprise wide initiatives and transformation efforts. He is currently focused on utilizing his expertise in program management, consulting and marketing to drive positive change at the individual, organizational and community level to improve health outcomes.

Cecelia Peers joined Trillium Health Resources LME/MCO, as a Neighborhood Connections Manager dedicated to addressing Social Determinants of Health in their 26 county region of Eastern North Carolina. Cecelia has her BA in Sociology from Hunter College, CUNY and MA in Forensic Psychology from John Jay College of Criminal Justice, CUNY. Cecelia’s career has touched almost all areas of homeless services, including intake worker, mental health case manager, social services director, and manager of transitional and permanent supportive housing. Prior to working with Trillium, Cecelia served as director of a three-county Homeless Continuum of Care in southeastern NC. Cecelia believes that addressing SDoH is the logical next step in helping people thrive in their communities.

Valerie Harr

Valerie Harr joined Horizon Blue Cross Blue Shield of New Jersey in July 2017. She provides direction and leadership to the community health team, while building strategic partnerships with hospital systems and community partners. Valerie will implement a Community Health Worker Program to address social determinants of health, expand the Community Palliative
Care Program and develop other innovative solutions to address barriers to care.

Prior to joining Horizon Blue Cross Blue Shield of New Jersey, Valerie served as Deputy Commissioner at the NJ Department of Human Services where she was responsible for three divisions — Medical Assistance and Health Services (DMAHS), Aging Services, and Disability Services — with a total budget of $17 billion in state and federal funding.

Valerie was the State Medicaid and Children’s Health Insurance Program (CHIP) Director from 2010 until 2015. Under her leadership, DMAHS collaborated with stakeholders to secure several innovative 1115 waiver demonstrations, launched Managed Long Term Services and Supports, expanded Medicaid to previously ineligible adults, and implemented a number of program improvements. Valerie’s experience at the Division of Medical Assistance and Health Services also includes working as the Division’s Deputy Director and Budget Director. Valerie was a 2012 graduate of the Medicaid Leadership Institute.

Valerie began her career in state government with a position in the NJ Department of the Treasury’s Office of Management and Budget. Prior to that, she worked on Medicaid policy at the Center for Health Care Strategies.
Valerie has a Master’s degree in Sociology from West Virginia University and a Bachelor’s degree in Sociology and Anthropology from Millersville University.

Dr. Marketa Wills, MBA

In early 2018, Dr. Marketa Wills was named Senior Corporate Medical Director at WellCare Health Plans, Inc. in the Health Programs and Services group of the Population Health Solutions department.  The team that she serves is responsible for designing and standing up enterprise-wide clinical programs and services for key membership constituents.  In addition to leading the enterprise-wise Opioid Program, Serious Mental Illness Program and Pediatric Trauma Program, Dr. Wills has oversight of all 7 Clinical Domains at WellCare which are tasked with designing and developing clinical strategy solutions to advance the health of all WellCare members. 

A psychiatrist by background and training, Dr. Wills has cared for severely mentally ill patients in inpatient, outpatient and emergency room clinical settings.  Her clinical specialty was perinatal psychiatry. 

She earned her medical degree from the University of Pennsylvania School of Medicine, and completed a residency at Harvard’s Massachusetts General Hospital/McLean Hospital Adult Psychiatry Residency Program.  In her last year of the program, she served as chief resident.  She has received numerous accolades and awards throughout her career highlighting her clinical and community achievements. 

Originally from Dayton, OH, her passions include travel, community service and the arts. She is a member of Athena Society, the Links, Incorporated and Alpha Kappa Alpha Sorority.

Catherine Stapleton joined Quantified Ventures from national healthcare consulting firm where she worked on long-term growth strategy with providers and advised private equity firms and lenders on their investment decisions within the healthcare industry. She was drawn to Quantified Ventures by the potential to be more creative and impact-driven with investment dollars and hopes through her work here to push the boundaries of the current reimbursement structures in health.

After spending the last seven years in the healthcare world—from population health management, to employee wellness, to benefits analysis—Catherine understands that this industry is quite complex and can be extremely confusing. This is probably why she’s so passionate about being the one to sort through all the noise by identifying care and payment models that make sense to the provider, patient, and payor, and by translating data analysis into purposeful real life applications.

Catherine’s vast understanding of the healthcare world has allowed her to co-produce several white papers, land several speaking engagements, write a book—The Hospice Guide to Billing and Reimbursement: Durable Guidance and Strategy for a Shifting Payment Landscape—and, most recently, be recruited to be an adjunct professor at the University of Baltimore. There, she teaches “Health Insurance and Prepaid Healthcare” to graduate students and “Quality Improvement and Healthcare” to undergrads. She also teaches intensive Pilates at [solidcore].

Catherine holds a Master’s Degree in Health Systems Management from the University of Baltimore. When she’s not working, teaching, or otherwise saving the world, she likes to train for races or hike in Rock Creek Park with her hound mix Tulla.

Martha Roherty

Martha Roherty is the Executive Director of the National Association of States United for Aging and Disabilities (NASUAD).  She and her staff are responsible for educating Congress, the Administration, other state executive branch organizations, advocacy groups, and the general public on administrative, health, and social policy issues of special concern to the state officials administering the programs for long-term care services.  Ms. Roherty also furnishes technical assistance to state aging, Medicaid, and disability program staff. 

Prior to joining NASUAD, Ms. Roherty served as the director of the National Association of State Medicaid Directors.  In that capacity, Ms. Roherty helped states as they navigated through many transitions in the Medicaid program including transitioning the dually eligible population to Medicare Part D; the development of Medicaid waivers in the aftermath of Hurricane Katrina; and the conception of and implementation of the Deficit Reduction Act. 

Ms. Roherty has also held various positions at The Finance Project, the National Association of State Budget Officers, the National Governors Association, and the National Conference of State Legislatures.  Ms. Roherty holds a Master of Public Policy with a concentration in finance from the University of Maryland.

Prior to joining NGA, Ms. Tewarson had decades of experience in health care policy in the private and public sectors. Debra Smyers has over twenty five years of experience as a health care administrator in a managed care environment with a strong focus on population management and quality improvement.  Ms. Smyers is the Senior Vice President for Strategic Initiatives at Sunshine Health in Sunrise, Florida. Sunshine Health is a subsidiary of Centene Corporation.  She is responsible for the identification and implementation of innovative practices that will improve the health of members enrolled in Sunshine Health’s Medicaid, Child Welfare Specialty plan, Healthy Kids (CHIP) and Ambetter (marketplace) products.  She is the operational lead for innovative and strategic program development and implementation. In her role, she applies a data driven approach to the design of programs, addressing the unique needs of various populations which will have a positive impact on cost, quality, and member satisfaction.

Ms. Smyers has experience in the clinical and financial management of many different government-based insurance products.   Other experience includes developing clinical programs, population management, improving outcomes, and developing provider value based programs. 

Ms. Smyers holds a Bachelor of Science degree in nursing from the University of Pittsburgh.

As the Chairman of the Board of the McCain Institute for International Leadership at Arizona State University, she oversees the organization’s focus on advancing character-driven global leadership based on security, economic opportunity, freedom and human dignity. 

Cindy also chairs the Institute’s Human Trafficking Advisory Council.  This is an issue she cares deeply about and is committed to ending in Arizona, throughout the United States and around the world, as well as working to improve the lives of victims of human trafficking. Through her work with the McCain Institute, several partnerships have been formed with anti-trafficking organizations working on solving various aspects of the problem.  She also serves as co-chair of the Arizona Governor's Council on human trafficking. 

In addition to her work at the McCain Institute, she serves on the Board of Directors of Project C.U.R.E and the Advisory Boards of Too Small To Fail and Warriors and Quiet Waters. Cindy holds an undergraduate degree in Education and a Master's in Special Education from USC and is a member of the USC Rossier School of Education Board of Councilors.

Cindy is the Chairman of her family’s business, Hensley Beverage Company, which is one of the largest Anheuser-Busch distributors in the nation.  Cindy is the wife of the late U.S. Senator John McCain.  Together, they have four children.

Abner previously served as Chairman of the International Committee and member of the Presidential Advisory Council on HIV/AIDS (PACHA), appointed by President Bush in 2002. He spent ten years in the Massachusetts State government, including roles as Chief Policy Advisor to Massachusetts Governors Paul Cellucci and Jane Swift, Governor Cellucci's Undersecretary of Transportation, and Deputy General Manager of the Massachusetts Transit Authority. Matt Salo was named Executive Director of the National Association of Medicaid Directors (NAMD) in February 2011. The association represents all 56 of the nation’s state and territorial Medicaid Directors, and provides them with a strong unified voice in national discussions as well as a locus for technical assistance and best practices.

Matt formerly spent 12 years at the National Governors Association, where he worked on the Governors’ health care and human services reform agendas, and spent the 5 years prior to that as a health policy analyst working for the state Medicaid Directors as part of the American Public Human Services Association.

Matt also spent two years as a substitute teacher in the public school system in Alexandria, VA, and holds a BA in Eastern Religious Studies from the University of Virginia.

Kelly was named executive vice president of Medicaid in October 2016 and leads WellCare’s nearly $11 billion Medicaid line of business—the fifth largest Medicaid plan in the country.

Before assuming her current position, Kelly served as senior vice president, division president and product, with responsibility for WellCare’s operations in Arkansas, California, Kentucky, Louisiana, Mississippi, Tennessee and Texas. In this role, she led the company’s Medicaid product development function and had oversight of WellCare’s Center for CommUnity Impact, which helps connect members to community-based programs and resources by navigating the social safety net.

From 2013 to 2015, Kelly served as state president of Kentucky. Under her leadership, WellCare of Kentucky was named the number-one plan of choice and the number-one plan for customer service in the commonwealth. Prior to this, she served as chief operating officer in Kentucky from 2012 to 2013 and as senior director, state operations and regulatory affairs, for WellCare’s Ohio health plan from 2006 to 2012.

Before joining WellCare in 2006, Kelly held leadership positions with Old World Classics, HomeTown Health Network and Medical Mutual of Ohio. In each capacity, she oversaw operations, claims, customer service, IT, audit and vendor management, among others.

During her career, Kelly has received numerous awards and accolades for her accomplishments, and in 2016, was named an “Executive Woman Worth Watching” by Diversity Journal.

Munson graduated from Syracuse University with a bachelor’s degree in dietetics and public health nutrition and did graduate work in public administration at the University of Akron.
